Each urbanized area, as a condition of receiving federal capital or operating assistance, must have a continuing, cooperative, and comprehensive transportation planning process that results in plans and programs consistent with the comprehensively planned development of the urbanized area. The Transportation Improvement Program (TIP) is a multi-modal transportation document required by the US Department of Transportation to fulfill the objectives of the Metropolitan Transportation Planning Process. RIC’s TIP has been expanded to include the entire ozone maintenance area, which consists of all of Kanawha and Putnam counties.
The FY 2024-2027 Transportation Improvement Program (TIP) for the Charleston, West Virginia Metropolitan Area includes transit and highway projects to be implemented in federal fiscal years 2024 through 2027. It is prepared in cooperation with the US Department of Transportation’s Federal Highway Administration and Federal Transit Administration, the West Virginia Department of Transportation, the Kanawha Valley Regional Transportation Authority (KVRTA) and local communities.
The Infrastructure Investment and Jobs Act (IIJA) Act renewed provisions regarding the preparation of the TIP and the program’s contents. These provisions include project selection, project prioritization, a financial plan demonstrating that funding can reasonably be expected to be available, and an opportunity for public comment prior to approval.

Projects included in the FY 2024-2027 TIP are approved by the committees providing input into the Regional Intergovernmental Council’s decision-making process. The Transportation Technical Advisory Committee (TTAC) coordinates the activities of the agency staff and reviews the technical procedures and standards for conducting the process. Members of the public, as well as private transit operators are also given an opportunity to provide input into the TIP.

The FY 2023 Unified Planning Work Program (UPWP) details the metropolitan transportation planning work activities to be performed or facilitated by the Regional Intergovernmental Council (RIC) transportation planning staff for the RIC metropolitan planning boundaries of Kanawha and Putnam counties in West Virginia during Fiscal Year 2023 (July 1, 2022 – June 30, 2023). The UPWP includes the FY 2023 transportation planning budget and can also, by extension, serve as an important vehicle for implementing the initiatives of the current Metropolitan Transportation Plan (MTP). To this end, when feasible, MTP projects will be programmed in UPWP work tasks. The RIC Metropolitan Transportation Plan (MTP) is updated on a four-year cycle. RIC’s current MTP update was finalized and adopted in FY 2022 by the RIC Policy Board on September 9, 2021. RIC’s transportation planning efforts and resources in FY 2023 will be guided by the provisions and requirements of the Infrastructure Investment and Jobs Act (IIJA), commonly referred to as the Bipartisan Infrastructure Law (BIL).

The FY 2026 Unified Planning Work Program (UPWP) outlines the metropolitan transportation planning activities to be conducted or supported by the RIC transportation planning staff for the Kanawha and Putnam County metropolitan area during Fiscal Year 2026 (July 1, 2025 – June 30, 2026). The UPWP includes the FY 2026 transportation planning budget and serves as a key tool for advancing initiatives from the current Metropolitan Transportation Plan (MTP). When feasible, MTP projects are incorporated into UPWP work tasks. The RIC MTP is updated every four years, with the most recent update adopted by the RIC Policy Board on September 9, 2021. Transportation planning in FY 2026 will follow the provisions and requirements of the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL).
