The Regional Intergovernmental Council (RIC) Metropolitan Planning Organization (MPO) is accepting submissions for FY 2027 Planning and Construction Projects serving communities in Kanawha and Putnam Counties. Eligible projects may include planning, roadway, transit, bicycle, pedestrian, safety, and other transportation improvements that support local and regional priorities.
Applicants must confirm a minimum 20% local match at the time of submission, with final match requirements dependent on funding source and project type. Funding programs may include PL, STBG, CRP, and SS4A, with a maximum construction project size of $1,000,000 (smaller projects are encouraged). Due to the new availability of additional federal planning funds (PL) through the United States Department of Transportation’s (USDOT) Federal Highway Administration (FHWA) directly to the Regional Intergovernmental Council Metropolitan Planning Organization (RIC MPO), eligible entities may submit requests to fund eligible community plans, if a required 20% local match is committed and provided by the start of 2025 State Fiscal Year on July 1st, 2024.

The deadline to submit requests for federal PL funds for State Fiscal Year 2025, beginning on July 1st, 2024, is February 16th, 2024, at 12 PM ET. The RIC MPO supports regional communities in enhancing quality of life through transportation planning and project implementation. The MPO manages a portion of funding from the Surface Transportation Block Grant (STBG) and Carbon Reduction Program (CRP) for eligible projects. In June 2025, the MPO updated its Project Selection Guidelines, introducing a scoring system for construction projects that rewards continuity with prior planning efforts and promotes multimodal access across the regional transportation system. The MPO also collaborates with partners on planning and design projects that advance these goals, with all projects subject to staff and board approval.
